“We’re suggesting just a little tweak to that, to allow for a testing program at the airport that would test anybody who followed the rules but through no fault of their own, didn’t get their results in time,” Carl Bonham of the University of Hawaii Economic Research Organization said. “What we’d really like to have is really one policy that fits best possible, all the islands and isn’t confusing.”
